★★ That symmetry is unusual. In most states we have looked at, loan forgiveness is a rural recruitment tool and an urban physician gets nothing. Minnesota pays identically for underserved service wherever it happens, which means a Minneapolis shortage-area post is worth the same $132,000 as a placement four hours north. ★★ The sentence that catches Mayo physicians
Minn. Stat. §144.1501 defines a designated rural area as a statutory or home rule charter city or township "outside the seven–county metropolitan area…excluding the cities of Duluth, Mankato, Moorhead, Rochester and St. Cloud."
Those five are Minnesota's regional medical centres. They are the places a physician is most likely to be recruited to outside the Twin Cities, and the statute removes all five from the rural programme.
★★ A physician at Mayo Clinic is not in a rural area for this programme. Neither is one at Essentia in Duluth, or at the St. Cloud hospital. Their route, if there is one, is an urban shortage-area designation attaching to the specific practice site. The whole carve-out, and what to do about it.
★★ And two loan types that do not qualify
- ★★ Parent PLUS loans do not qualify. Common in physician families, and out.
- ★★ A loan in current or active default is out "even if considered in good standing with the collections agency."
- ★ A previously defaulted loan that has been completely rehabilitated and is not currently in active default is eligible.
★ That middle one matters. A borrower who has an arrangement with a collections agency may believe the loan is handled. The programme's test is rehabilitation, not an arrangement. Which loans qualify.

All 87 Minnesota counties carry the same one-unit conforming limit of $832,750. Minneapolis' typical value is about 47% of it.

The loan
A physician mortgage qualifies you on a signed employment contract rather than pay stubs, up to 150 days before your start date, against roughly 90 for agency underwriting. The timing rule.
